Inmates Riot At Folsom Prison; Seven Injured

About 200 inmates rioted at Folsom State Prison and shots were fired by guards to quell the disturbance. Seven inmates were hospitalized but officials said it wasn't clear how many suffered gunshot wounds.

Correctional officers opened fire as they tried to break up rioting that erupted about 7 p.m. Friday in the main exercise yard, prison spokesman Luis Patino said.

Prison officials initially said guards wounded five inmates, but Patino later clarified that that officials still don't know many were shot by guards, or if they were hurt in some other manner during the riot.

None of the inmates suffered life-threatening injuries.

No officers were hurt in the riot, which reportedly ended after about 30 minutes.

Patino said he doesn't know what precipitated the violence. The prison was on lockdown as an investigation got under way.

The prison, made famous in the Johnny Cash song "Folsom Prison Blues," has been hit with sporadic violence in its 130-year existence.

Most recently, eight inmates were injured in October after a fight involving about 120 prisoners erupted in a dining hall at the prison.

Prison officials described most of those injuries as bumps and bruises. None were life-threatening, although the inmates were sent to area hospitals.

In April 2002, 24 inmates and one guard were injured during a riot.

Opened in 1880, Folsom State Prison is California's second oldest prison, primarily housing medium security inmates. The prison also operates a minimum-security unit and a transitional treatment facility.

The facility's web site said it has a custody staff of 643, with 3,540 inmates in custody, and located about 20 miles east of Sacramento.

An extensive manhunt for a known felon who allegedly shot and wounded a Fremont undercover police officer in Oakland was underway Friday afternoon, according to authorities.

The incident happened at around 2:30 p.m. on the 2000 block of Auseon Avenue near Bancroft when two officers -- one from Oakland and one from Fremont -- who were working as part of a multi-department task force approached a known felon to serve him a warrant.

A confrontation with the felon ensued and gunfire was exchanged. The suspect reportedly shot the Fremont officer twice and fled the scene.

The suspect then tried to carjack a red SUV. The driver of that vehicle ran from his car to a nearby liquor store on Bancroft. The red SUV was found at the scene with tires shot out and riddled with bullets.

The suspect proceeded to carjack a second vehicle, fleeing the scene in a 1999 4-door green Madza sedan, California license plate No. 4MJE548. The suspect shot into the car he stole and the driver of the vehicle was reportedly injured, but was only hit by broken glass and not by bullets. The extent of that person's injuries was not immediately known.

Police have identified the suspect as 20-year-old Andrew Barrientos. He is described as 5' 7" tall, weighing approximately 240 pounds with brown eyes and dark hair.

Authorities were still searching for the suspect Friday night. While MacArthur and Bancroft were cordoned off between 82nd Street and 90th Street for several hours, those streets have since reopened.

The officer was shot twice in the upper leg and groin area. He was driven to Highland Hospital by his fellow officers.

At around 6 p.m. the Fremont police department said the officer remained in surgery and was listed in serious but stable condition, though his doctor said his condition could change at any minute.

Outside Highland Hospital all afternoon and into the evening Fremont and Oakland detectives and officers waited and waited.

Among them was Oakland Police Chief Anthony Batts, who was quick to greet Fremont Police Chief Craig Steckler.

"His family is up there. He in surgery at this point. We have an outstanding suspect an our mission right now is to see if we can locate that suspect," said Chief Batts.

Chief Steckler said, "We are all concerned; an officer has life-threatening injuries."

Fremont's police chief said his officer was shot twice and that it was his partner who rushed him to the hospital.

Dr. Javid Sadjadi said the officer sustained wounds through the groin and the pelvis.

The emergency room doctor said he was unable to remove the bullets and that it was unclear if the officer would be paralyzed as a result of his injuries.

"The surgery was rather extensive, he is in critical condition. It is a touch and go situation," said Dr. Sadjadi. "I would actually urge the public to donate blood if possible. We had to transfuse him extensively."

The Fremont police chief said the wounded officer is in his late thirties, married with children and had worked at the Newark police department ten years before transferring to Fremont about six years ago.

The chief added that the officer has executed warrants in Oakland before as part of a multi-agency drug task force.

"We haven't had an officer shot since I've been the chief and that almost 20 years. It's not something we encounter everyday but we are prepared for it and in the end there is a lot of trauma on the department," said Chief Steckler.

Something I Feel Depressed Last Night

Yesterday was certainly not my day. I was under a lot of pressure and felt very upset. Why? Because everything seemed not so good yesterday and the bad things really pissed me off.

First, I failed to acquire an internship position yesterday. Few hours later on Pro Tools class, I also had a lot troubles on getting start of the program! I didn't even know where and how should I start on that fucking Pro Tools! No handouts, no written instructions, even no step-by-step tutorials, how could I get started?! You know, I'm new to Pro Tools, so I have to learn from its most basic components first. Like when I learned FCP last semester, we have done a lot of tutorials with hands-on step by step instructions to get more experience and to be comfortable on the FCP software. None for Pro Tools class!

WTF?!

There is a reversal of the dreaded out-sourcing trend taking place in the Bay Area. A local company helping people find virtual work they can do from their home is finding most of its workers in the United States.

The recession has a lot of people pounding the pavement in search of jobs. One exception is Paul Ghenis. After a series of jobs in Silicon Valley over the past 20 years, he decided to go freelance. He finds his jobs online at CloudCrowd.

"There's a whole menu of tasks that you can do, and any given task can be done in just a few minutes, maybe just a few seconds, depending on what it is," Ghenis said.

CloudCrowd is where job seekers link up with companies with work to be done. It is an example how the cloud -- the virtual work space on the Internet -- has become the new labor market.

"We are available to the stay-at-home mother, the retired professor, the precocious teenager," CEO Alex Edelstein said. "There's a lot of people in any economy that are really kind of locked out of traditional white collar employment because they just can't fit it into their lives."

CloudCrowd has 35,000 workers registered, 80 percent are in the U.S.

A high-tech nerve center tracks the work flow.

"You see the white dots represent people checking out tasks, and as the little missiles take off, that is... their work has been submitted and is now awaiting review," CloudCrowd spokesperson Jordan Ritter said.

A peer review process is what CloudCrowd says sets it apart from other cloud job sites.

Pay can run from a penny per task, such as validating links on a website to $10 per page for writing a video script. The person's PayPal account is credited the next day for completed work.

Part-time student Andrea Flotte finds CloudCrowd a way to make some money during free time. She edits documents.

"[I've] edited movie reviews, essays, medical reports for an anesthesiologist," she said.

The next year or so will help determine whether so-called crowd sourcing will be successful or not -- whether companies think they can keep their costs down and whether workers can make a viable living by what is essentially piece work.

A JetBlue plane made a hard landing at Sacramento International Airport, blowing out tires and injuring 15 people on board. Flight 252 took off from Long Beach at 11:40 a.m. on Thursday, with 86 passengers and crew.

Passengers told ABC7 they felt a big bump upon landing. Nobody really thought there was an emergency until crew members shouted for everyone to get out and they had to escape by the inflatable emergency slides. "All of the sudden they said get out, get out, get out," passenger Kenneth Kim said. "All the sudden we had to jump out and it was scary. I am still shaken up, but thank God we are all OK." According to initial JetBlue reports, it said that there were problems with the aircraft's brakes. The Airbus A-320 blew at least two tires while making the hard landing, which caused a fire. "When we got out, one of the wheels on the left side was on fire, totally on fire," passenger John Castleberry said. Jim Fagen said he felt like something was wrong back in Long Beach - the tires just didn't feel right to him. "When we first started out in Long Beach and we were ready to go up in the air, I felt there was a flat tire. I have never had a take-off like that," he said. Airport officials said in all, there were 15 minor injuries and five were taken to a local hospital. Passengers said some of the injuries were caused by sliding down the emergency chutes. But not everyone was scared and for 89-year-old Helen Downing thought it was quite thrilling. "We had to come down the chute and I was pretty excited," she said.

A thick marine fog layer slowly crept up the coast from Monterey Wednesday, bringing with it relief from a 48-hour heat wave that has shattered dozen of records across the state.

The National Weather Service reported that temperature in Santa Rosa soared to a sizzling 106, topping the old record for the date of 102 set during a heat wave in 1931.

Several other cities set new marks, eclipsing records set during that same heat wave 79 years ago. Kentfield recorded a 105, topping the 103 set in 1931. Napa was at 105 – two degrees warmer than in 1931 -- and San Jose soared to 102 exceeding the previous record of 99.

Among the other cities setting marks were San Francisco at 98 (old mark 89 in 2003); Gilory 106 (98 in 1974); San Rafael 102 (94 in 1971) and Oakland 99 (91 in 2003).

While local residents retreated to beaches, pools and cooling centers to beat the heat, the soaring temperatures made Tuesday's commute a difficult one.

Bay Area Rapid Transit also experienced delays of about 20 minutes Tuesday when computers that control the trains overheated during the afternoon, forcing conductors to slow down the trains and run them manually, BART spokesman Linton Johnson said.

Caltrain also slowed down its trains heading north to San Francisco after the heat caused the tracks to soften.

Meanwhile around the state, residents sweltered Wednesday through the third day of the heat wave with highs expected to reach triple digits again and set records in the valleys and deserts.

In addition, a 20 percent chance of afternoon thunderstorms in the mountains could increase the threat of wildfires in areas already full of dry brush, said Eric Boldt, a National Weather Service meteorologist in Oxnard.

"You might get some pretty significant lightning" without rain, he said.

No storms were expected in Kern County northwest of Los Angeles, where crews were attacking a 1,300-acre wildfire that temporarily forced the evacuation of 200 homes on Tuesday. The fire near Lebec was 30 percent contained Wednesday and no homes were in immediate danger.

The weather service issued excessive heat warnings for a dangerous afternoon combination of high temperatures and humidity in Central and Southern California mountains and Southern California valleys and deserts. A lesser heat advisory was in place for San Jose and interior valleys around San Francisco Bay.

Several locations tied or broke record highs for the date on Tuesday and "I think we're still in jeopardy of a few records today," Boldt said Wednesday, especially in inland valleys and the Antelope Valley area of the Mojave Desert.

Most of the Los Angeles region was expected to see highs in the 90s, but the San Fernando Valley could hit 105, according to the weather service.

Boldt urged people to keep out of the sun and to drink lots of fluids. Those without air conditioning can find shelters, he added.

"There's plenty of cooling centers available," Boldt said.

The heat wave began Monday as a large high-pressure system from the Southwest pushed into California. A low-pressure system heading in from the Pacific Ocean was expected to bring relief by Friday, Boldt said.

It was only the second significant heat wave of the summer following one in mid-July, Boldt said.

"Most of the summer, everybody's been thinking of it as a very cool summer. There's been a lot of cloud cover," he said.

Temperatures should continue to cool over the weekend but could start to heat up again late next week as the high pressure builds up again, Boldt added.

State regulators have accepted rate hikes on individual Anthem Blue Cross health insurance policies after public outrage and government scrutiny halted a larger increase.

The California Department of Insurance said Wednesday it approved a rate increase averaging about 14 percent for Anthem Blue Cross customers. The department also approved a nearly 19 percent increase for Blue Shield of California.

Anthem, the state's largest for-profit insurer, had previously requested a boost that would have raised rates as much as 39 percent for some customers, with average increases of about 25 percent.

But regulators found accounting errors in the proposal and Anthem retracted the filing, which would have affected about 800,000 individual policies.

Anthem's rate hike was repeatedly criticized by President Barack Obama as an example of a broken health care system in the run-up to the vote on federal health care reform.

The smaller increase announced Wednesday was expected to save consumers $184 million, Department of Insurance spokesman Ioannis Kazanis said.

Anthem spokeswoman Kristin Binns said in a written statement the company "is pleased that the department has posed no objections to our individual rate filings and we look forward to continuing to serve consumers in California."

Anthem's parent company is Indianapolis-based Wellpoint Inc.

Nonprofit insurer Blue Shield of California's rate hike will affect more than 247,000 policyholders.

"We wish it were a much smaller increase, but this is unfortunately what we're paying out to hospitals, doctors and pharmaceutical companies to pay the cost of the claims of these members," said Tom Epstein, spokesman for Blue Shield.

Insurance Commissioner Steve Poizner instituted independent reviews of the top four insurers in the state in June to help keep the companies in line with California law mandating 70 percent of income be used for medical treatment of policyholders.

The rate hikes by Anthem and Blue Shield underwent independent reviews that were released Wednesday and found the two major insurers to be in compliance with the law.

Anthony Wright, executive director of Health Access, a nonprofit advocacy group for consumers, said state regulators need better control over the rate hike approval process. Two bills currently being considered by the Legislature -- AB2578 and SB1163 -- would strengthen the authority of insurance regulators, he said.

"The fact that Anthem had to pull back and reduce their rate hike shows that public oversight can work, but we're not going to have the presidential spotlight on every future rate increase," Wright said.

Providers must give 30 days notice to policyholders before increasing rates.

It Is Very Difficult, But There Is More To Come

As we heading to the second week of the semester, everything is beginning to get complicated to me,  especially for my two software-based training courses, Pro Tools and Avid. Because I don't have any background or experience on those two applications, it is extremely difficult for me to understand their concepts. The interfaces and buttons of both applications are really complicated, way more complicated than the FinalCut Pro interface. Another thing is even though Avid and Pro Tools are made under the same company, but those short cut key commands are quite different, that means you hit this key for this function for Avid, you have to hit another hit another key for the equivalent function for Pro Tools. I have to memorize two different set of short cut key commands.

Those applications are making me a headache! Could I survive for these two course this semester?

Bay Area residents are finally getting the summer they were waiting for today - and then some - as a sudden heat wave is expected to push temperatures past 100 degrees in some cities.

A heat advisory was put into effect this week to warn Bay Area residents of the dangers to the elderly, infirm, and the very young. Cooling centers have been set up in some Bay Area cities for those most vulnerable.

San Francisco's current record high temperature for Aug. 24 -- 89 degrees in 2003 -- will be broken today if the city hits its predicted high in the low 90s, weather service forecaster Diana Henderson said this morning.

The good news for those who don't appreciate the high temperatures is that the heat wave won't last long.

Temperatures are expected to decrease by nearly 20 degrees in most areas by the weekend, with San Francisco dropping from today's expected high of 92 to 73 degrees on Wednesday.

San Jose will dip from 102 today to 94 on Wednesday, and coastal areas around the Monterey Bay will drop to about 70 degrees on Wednesday from today's anticipated high of about 87 degrees, Henderson said.

The Petaluma Fire Department has opened a cooling center at the Petaluma Community Center for Sonoma County residents who want to escape the heat.

The center, at 320 N. McDowell Blvd. in Petaluma, will provide air conditioning and ice water to anyone who signs in.

The Santa Clara County Office of Emergency Services has opened cooling centers in Campbell, Cupertino, and Morgan Hill. Details about the centers and tips on how to beat the heat can be found on the county's website at www.sccgov.org.

The Campbell cooling center is at the Campbell Community Center, located at 1 West Campbell Ave. It will be open today from 1 to 8 p.m.

Cupertino Parks and Recreation's Quinlan Community Center, at 10185 North Stelling Road, will be open from 8 a.m. to 10 p.m. through Thursday; from 8 a.m. to 5 p.m. on Friday; and from 8:30 a.m. to 4:30 p.m. on Saturday.

In Morgan Hill, the Centennial Recreation Center at 171 W. Edmundson Ave. will be open from 5 a.m. to 10 p.m. through Friday; 6 a.m. to 8 p.m. on Saturday; and 8 a.m. to 6 p.m. on Sunday.

Ten additional centers are being opened up this afternoon in San Jose. For information on the San Jose locations, residents should call (408) 793-5589.

County emergency services officials in San Mateo, Napa, Solano, and Marin counties all said that no cooling centers have been set up because the heat wave will be so short.

A driver coming down a hill in San Francisco's Visitacion Valley neighborhood Tuesday, lost power and her SUV careened out of control, striking five pedestrians near a Muni bus stop, authorities said.

Police said the crash took place at 9:36 a.m. at San Bruno and Arleta Avenues.

"She was driving southbound on San Bruno Ave. She experienced some kind of mechanical difficulty with the vehicle," said SF Police Sgt. Michael Andraychak. "She lost control of the vehicle. It crossed over and continued on… She struck five people waiting for a bus."

SF Fire Department spokeswoman Lt. Mindy Talmadge said four of the five people were transported to the hospital with life-threatening injuries.

All five victims, one man and four women ranging in age from 30 to 70, were taken to San Francisco General Hospital, hospital spokeswoman Rachael Kagan said.

As of 11:30 a.m., one of the victims was in critical condition and the other four were in serious condition, Kagan said.

The driver was not injured in the crash.

"It appears it was just a tragic accident." Talmadge said. "The driver is still here on the scene…She is very upset. The police are talking with her right now."

Talmadge said the 24-year-old woman told authorities that she lost steering power in her Ford SUV as she came down a hill. The driver veered toward an apartment building where people were seeking shade from the sun while waiting for the bus.

A 12-hour hostage drama aboard a Philippine bus ended in bloodshed Monday, with at least seven Chinese tourists dead along with the disgruntled ex-policeman who hijacked the vehicle and demanded his job back, officials said.

At least six captives survived, four of whom were seen crawling out the back door of the bus after Philippine police stormed it Monday evening when the hostage-taker started shooting at the 15 Chinese tourists inside, said police Senior Superintendent Nelson Yabut.

He said the hostage-taker was killed with a sniper shot to the head after he wounded a police sharpshooter.

Police and ambulances were lined up next to the vehicle in the pouring rain after the standoff ended. Local hospitals reported seven bodies of hostages were brought in. One other hostage was hospitalized in critical condition, and five others were unharmed.

Officials have yet to disclose the fate of the remaining two hostages.

The crisis began when the dismissed policeman, Rolando Mendoza, 55, armed with a M16 rifle seized the busload of Hong Kong tourists to demand his reinstatement in the force.

According to newspaper reports from 2008, he was among five officers who had been charged with robbery, extortion and grave threats after a Manila hotel chef filed a complaint alleging the policemen falsely accused him of using drugs to extort money.

Mendoza released nine hostages during the afternoon -- leaving 15 inside. Those freed included two women, three children, a diabetic man and three Filipinos -- including a tour guide and a photographer, police said.

Despite hopes that negotiations could bring the stand-off to a peaceful conclusion, tensions escalated as night closed in.

Police said they stormed the bus after they saw Mendoza open fire on hostages. Crouching outside the vehicle, commandos in flak jackets, used a hammer to bash in side windows, the door and windscreen, although it was some time before they eventually gained entry.

Moments before the commandos moved in, the Filipino bus driver fled. Police officer Roderick Mariano cited him as saying Mendoza had opened fire at the tourists.

The Hong Kong tourists had been on a visit to Manila and had been due to fly back to the Chinese territory on Monday, according to tour operator Hong Thai Travel Services Ltd.

Mendoza seized the bus after hitching a ride as it traveled with the tourists from the historic walled city of Intramuros. Police said he then "declared he is taking the passengers hostage" when the bus reached Jose Rizal Park alongside Manila Bay -- a downtown area of the sprawling Philippine capital where the U.S. Embassy and a number of hotels are located.

Police sharpshooters took positions around the white-blue-red bus, and the road was sealed off, with ambulances and fire trucks positioned nearby. Police brought in food for the hostages as well as fuel so that the air conditioning unit can keep running as the outside temperature reached about 90 degrees Fahrenheit (32 degrees Celsius).

The standoff was covered live on television. The curtains on the bus windows were drawn and two police negotiators could be seen walking to and from the bus and communicating with Mendoza from the window near the driver's seat.

A Chinese diplomat had appealed for restraint on the part of the Philippine authorities and not to jeopardize the hostages safety.

Bai Tian, deputy mission chief at the Chinese Embassy who was monitoring the negotiations, said the hostages were "calm and peaceful." Speaking to reporters in the afternoon, he said they wanted every step taken "to secure the safety and security of our Chinese nationals."

Mendoza's younger brother, Gregorio, also a policeman, said that his brother felt that "injustice was done on him" when he had been fired from his job. "He was disappointed that he did well in police service but was dismissed for a crime he did not do," he said.

Apart from demanding his reinstatement, Mendoza had also wanted to talk to the Philippine media and asked that his son -- also a policeman -- be brought to him. He scribbled some of his demands on paper and plastered it on the bus windows and a windshield.

A representative from the ombudsman's office talked to Mendoza on the phone and had promised to look into his case again, Mendoza's brother, Florencio, told reporters. Another brother of Mendoza also helped police in the negotiations, Manila police chief Rodolfo Magtibay said.

Weather Service Issues Excessive Heat Warning

The National Weather Service has issued an excessive heat watch would be in effect from Tuesday afternoon through Tuesday evening throughout the Bay Area due to the suddenly sweltering temperatures in the region.

The Bay Area will be experiencing hotter conditions today and Tuesday, climaxing on Tuesday with highs ranging from the 90s to as warm as 107 degrees in inland valleys, NWS said.

The heat advisory is meant to encourage people to make precautionary preparedness efforts to avoid suffering from heat stroke or heat exhaustion, the weather service said.

The heat watch is specifically targeted at elderly, infirmed, or very young people who may be far more sensitive to heat, NWS said. These people are further advised to drink a lot of water, stay in cool locations during the daytime, and have people check up on them regularly.

The weather service also stressed the importance of not leaving children or pets inside cars during hot conditions like those expected this week.

Veteran Bay Area Newscaster Dave McElhatton Dies

Dave "Mac" McElhatton, who was the voice of major San Francisco Bay area news stories for nearly 50 years, has died.

The Oakland native retired from anchoring KPIX-TV's "Eyewitness News" in 2000, after 25 years with the station. Before that, he worked for KCBS radio for 25 years as a morning-show personality and news director.

Among the major stories McElhatton covered were the 1978 assassination of Mayor George Moscone and Supervisor Harvey Milk, the 1989 earthquake and the 1993 murder of 12-year-old Polly Klaas.

In 2006, he was inducted into the Bay Area Radio Hall of Fame.

KPIX spokeswoman Akilah Bolden-Monifa says McElhatton died Monday of a stroke-related illness in Rancho Mirage.

McElhatton is survived by his third wife, Karen, as well as two children and eight grandchildren. He was 81.

Is It Really Hard To Achieve A Dream Without Paying?

I have been in struggle of decision on buying the Avid Media Composer these few days. Should I or shouldn't I? Even though the software solely costs $295, but I have to invest much much more money in order to use that software. First, Avid Media Composer is not capable on those home-used desktops or laptops, so I have buy a so-called "Avid Compatible" desktop or laptop like the MacBook Pro with the intermediate or advanced hardware and configurations. The cost of that kind of MacBook Pro is at least $1500, not counting the required hard drive upgrade, which costs another hundred bucks. Another fact is if I install Avid Media Composer, I must dedicate my laptop to be used solely for that purpose, that means I can't use the laptop for any other purpose besides video editing. I may still need an external hard drive for about $100. The total expected cost in order to have Avid Media Composer: $2500 — $3000!

What?! $3000?! That is the price that I can pay almost four months of my house rent! I'm living under poverty, so every penny counts. How can I spend those money for my dream and forget about my life? I think I can't do that…

Hold on a second, I'm also learning Pro Tools now, should I invest my money on it? Victor! Wake up! Face the truth! No money, no dream!
